This car driver might have been confused by the rail crossing at this stop where school bus drivers are required to flash their hazard lights, stop the bus, open the service door and the drivers window before they can proceed. It seems ill considered to have a School Bus Stop in such close proximity to a rail crossing.

I’m going to come out and say it: sometimes it can be extremely difficult to determine where a school bus is actually going to stop.
